apt-p2p software package provides apt helper for peer-to-peer downloads of Debian packages, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install apt-p2p
apt-p2p is installed in your system.
Make ensure the apt-p2p package were installed using the commands given below,
$ sudo dpkg-query -l | grep apt-p2p *
You will get with apt-p2p package name, version, architecture and description in a table
